事實上，不僅是非洲的堅果、咖啡等豐富著湖南市場，湖南的茶葉、農機等同樣受到非洲市場的歡迎，好物共享成了湘非農業經貿合作的新常態。以數據說話，2024年湘非農產品貿易總額同比增長26%，湖南的非洲貿易伙伴拓展至40多個國家。

優勢互補　深化產業鏈協同

在中非工業化和農業現代化合作成果展區的顯眼位置，一個加納綠色智慧農業的沙盤模型吸引了不少市民圍觀。據介紹，2016年以來，在中方企業的支持下，該灌區建起了智慧光伏灌溉系統，這一系統不僅能為農戶提供穩定、便宜的灌溉用水，還能減少約70%的電力成本。

授人以魚，不如授人以漁，這是中非農業合作深化的一個縮影。中非農業合作從單純的“買”與“賣”延伸至更上游的生產環節，將非洲資源稟賦與中國產業優勢相結合，提升非洲農業生產效率和可持續發展能力，推動非洲實現農業現代化。

同樣的情況也發生在岡比亞農民穆薩的身上。“岡比亞的土地很肥沃，但我們缺乏技術和設備。”穆薩說。得益于來自湖南的隆平高科專家團隊的援助，他的農場才逐步從傳統耕作模式向全程小樹屋機械化生產模式邁進，水稻單產提升至當地平均水平的2至3倍。

隨著湘非農業合作的縱深推進，來自湖南的良種、良機、良法逐漸遍布非洲大地，在提升糧食產能的同時，為當地減貧、消除饑餓等事業作出積極貢獻。“湖南雜交水稻已在非洲18個國家試種成功，并在馬達加斯加等地實現商業化生產，平均每公小樹屋頃增產3.5噸。”湖南省委農村工作領導小組辦公室專職副主任楊文輝說。

不僅如此，在中非經貿合作持續深化的背景下，越來越多湘企通過“產工貿一體化”的創新模式，生產、加工、貿易全產業鏈推進，書寫中非合作新篇章個人空間。

科特迪瓦是全球重要橡膠生產國之一，因受限于基礎設施和加工能力，當地出產的天然橡膠往往只能以原材料的形式低價出口。如今，湘企美蘭集團在當地投產建設橡膠加工廠，推動橡膠就地加工轉化，帶動當地橡膠產業鏈升級變革。“產業鏈延伸帶來的不僅僅是產品附加值的提升，更是直接創造就業崗位，帶動數10萬膠農穩定增收。”美蘭集團董事長朱陳說。

在中非農業產貿合作對接活動上，安哥拉農業發展戰略合作一攬子項目、塞拉利昂現代農業產業園項目等成功簽約，這意味著中非正以更多元的方式開展產業協同，逐步實現優勢互補、市場互聯、利益共享。

制度創新　探索合作新模式

為更好推動湘品入非、非品入湘，自2024年獲批建設中非經貿深度合作先行區以來，湖南在準入、匯兌、貿易便利化、投融資、標準及規則等機制方面積極開展探索實踐，推動雙方合作走深走實。

去年9月，一批產自馬達加斯加的冷凍羊肉運抵湖南。這不僅是中國首次從非洲進口羊肉產品，更標志著非洲肉類產品輸華取得階段性顯著成果。“馬達加斯加的羊肉肉質鮮美，在國內市場具有品質和價格雙重優勢。”袁氏種業高科技有限公司董事長袁定安說。

馬達加斯加羊肉是非洲農產品加速入湘、湘非農業經貿合作進一步擴見證大的一個典型。為支持和便利更多非洲農產品進入中國市場，湖南首創“非洲輸華食品準入預評估制度”，對未獲準入的非洲國家食品提前進行風險評估，根據結果簡化準入評估程序，暢通非洲輸華食品“綠色通道”。

如今，國內消費者不僅能吃上盧旺達干辣椒、坦桑尼亞蜂蜜、馬達加斯加羊肉等非洲優小樹屋質特色農產品，肯尼亞野生水產品、坦桑尼亞野生水產品、幾內亞比紹腰果也陸續登場，進一步豐富了國內市場的消費品類。

在金融服務方面，湖南設立了中非經貿深度合作服務基金，著力培育中非跨境產業鏈，深化在大宗農產品及食品、倉儲物流、跨境電商等領域的合作。同時鼓勵金融機構為企業提供便利化結算，為對非經貿可持續發展注入動力。此外，針對非洲國家外匯短缺及管制措施導致中國企業回款困難的普遍問題，湖南啟動對非新型易貨貿易試點，幫助企業回款并規避匯率風險，促進中非雙邊貿易平衡。

據悉，自2024年12月1日起，中國對包括33個非洲國家在內的最不發達國家實施100%零關稅政策。這無疑進一步拓寬了中非農業經貿合作的“綠色通道”，讓更多非洲優質農產品“飛入”中國的尋常百姓家。

湖南省委書記沈曉明表示，下一步，湖南將加強制度創新和政策集成，積極探索對非經貿合作新業態新模式新機制，在做大做優對非新型易貨貿易、推進產工貿一體化等方面持續發力，不斷提高湖南對非貿易能級，為構建新時代全天候中非命運共同體作出更多湖南貢獻。
